Given that the 12 month ending in May 2021 were prime COVID lockdown months with projects being shelved, curious if the increase is just projects being pushed back. Also, how does this amount relate to pre-COVID starts?

That’s a great point Seth. One I didn’t think about.
I always have to remind myself that Statistics are usually tailored and presented in a way to prove a particular point or agenda.
I’m interested now and will see if I can find a little more historical data to see how the trend is really going.
